RoleMaster takes that route. Most other games however Call of Cthulhu, RuneQuest, Mythras, Warhammer etc et al use simple roll-under – you have a value on your character sheet and you have to roll equal or less on d to succeed. Some games like Anima and the aforementioned RoleMaster use a roll-over system, where you add the number on your characer sheet to the droll and try to beat a target number.
Add in clever game design and dice tricks whose actual cleverness range from “huh? As for the best systems for you to read, that’s all in the eye of the beholder, isn’t it?

My recommendation would be Mythras the peak evolution of the already good Basic RolePlaying-system. I would also recommend the new version of Runequest.
While it’s based on an older iteration of BRP it’s mostly simpler c100 Mythras though you don’t have cool stuff like maneuvers and special abilities and whatever else Mythras has.

I would recommend those two as they are fairly mechanics-light although RQ has what can be a very complex magic system and they are both LOTS of fun. What is an average stat in a d system? Or like and ? Different d systems have different ranges for characteristics.
Call of Cthulhu 7th edition is the only one of the Chaosium pack to change this to a d value for stats, it isn’t really changed that much, the calculation is just done ahead of time in character generation.

Most skills aren’t actually handled like this, only in the case where it might be a check for something that isn’t that difficult – like forcing a locked door, or remembering something. The GM might make it harder though and say it’s 18×3 instead. In cases where you need to roll against a stat, you multiply it by 5 and treat that as a percentage.
